Part-time position available:

CITY HALL VIDEO OPERATOR
for Palo Alto City Government Meetings

DEFINITION:
Operate remote-controlled video cameras, monitor multiple microphones and cablecast transmission, enter and implement on-screen text and graphics as a live-coverage provider for Palo Alto City Council and Planning Commission meetings as well as various other Commissions & Committees at Palo Alto City Hall, located at 250 Hamilton Ave, Palo Alto, CA 94301.

DISTINGUISHING CHARACTERISTICS, FEATURES, REQUIREMENTS:

This is a part-time position working as part of a two-person team, working for the Mid-Peninsula Community Media Center, a non-profit, public access television facility based in Palo Alto. Requires availability Monday through Thursday evenings starting as early as 4 p.m., but more usually at 5 p.m. or 6 p.m., although you will not be scheduled to work every night. Mondays and Tuesdays are the most popular meeting nights. The lengths of the meetings vary and may occasionally go quite late. Some Thursday morning meetings with a 7:30 a.m. call-time may be offered. Your own reliable transportation is a must. Public transportation cannot be relied upon.

SUPERVISION EXERCISED AND RECEIVED:
Training provided by Media Center instructors with on-going technical & procedural training and support from Media Center staff and experienced fellow team members. Employee performance and peer-reviews to be conducted on an annual basis.

IMPORTANT AND ESSENTIAL DUTIES:

The duties listed below are illustrative only. This is not meant to be a complete and exhaustive listing of all duties and responsibilities of the classification:

  • Operate three in-house, remote-controlled video cameras – Proper framing of shots, zooming in and out, focusing the image – during live government meeting recordings and cablecastings.
  • Monitor audio levels in a multi-microphone set-up.
  • Monitor cablecast signal of live meeting.
  • Accurately type information into and operate a character generator in a timely manner, being attentive to visual and aural cues in order to bring up graphics during live meetings.
  • Properly load and operate multiple DVD record decks.
  • Finalize DVDs and label them clearly and accurately for archival storage.
  • Troubleshoot and correct simple equipment malfunctions.
  • Report equipment issues to supervisors.
  • Receive communications by email and/or phone and/or cell, and to reply within 24 hours.
  • Make concerted effort to accept meeting offers.
  • Arrive 45-minutes prior to meeting start to prepare and test equipment and transmission.


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:
Principles of cablecast system function and delivery as well as operation of video, audio and character generator equipment would be helpful.

Ability to:
Work independently and with others in a two-person team situation; Maintain a professional, cooperative, supportive and courteous working relationship with fellow employees, members of City Council, Committees, Commissions and staff; Communicate effectively verbally and in writing.

EDUCATION AND TRAINING GUIDELINES:

Any combination equivalent to experience and education in operation of video cameras, recording decks and personal computers would be beneficial.

SPECIAL REQUIREMENTS:
Availability to work evening hours; Ability to commit to work dates up to a month in advance. Interest in City Government, its processes and procedures, may be beneficial.

PART-TIME SYSTEMS ADMINISTRATOR
20 hrs/week

 

 

 

Qualifications:
Knowledge and Proficiency of Computer Systems Administration
* Administer Windows, Mac and Linux desktop/server systems
* Configure and manage Windows Server (Including Domain Server) and NAS
* Establish and manage backup strategies

Knowledge and Proficiency of Network Administration
* Thorough understanding of network concepts, e.g. VLANs, QoS, etc.
* Configure Managed Network Switches (HP & Cisco) and Router/Firewalls (Zeroshell)
* Experience with Video Streaming and VOIP

Experience/Interest in Audio/Video systems:
* Video server and playout equipment
* Live production equipment
* Post-production applications (Adobe Creative Cloud, Apple Final Cut X)
* Video transcoding tools

Ability and willingness to learn unfamiliar systems
Strong verbal and technical writing skills
Attention to detail
