Approval of Consent Calendar

A. Certificated Personnel Items. It is recommended the Board approve the certificated personnel items as presented.

B. Classified Personnel Items. It is recommended the Board approve the classified personnel items as presented.

C. Summer School Short-Term Personnel Items. It is recommended the Board approve the certificated and classified summer school short-term personnel items as presented.

D. Approval of Minutes for the June 20, 2023, Regular Board Meeting. It is recommended the Board approve the minutes for the June 20, 2023, Regular Board Meeting.

E. Approval of June and July Warrants and Purchase Orders. It is recommended the Board approve the June and July warrants and purchase orders as presented.

F. Sale or Disposal of Surplus Equipment. It is recommended the Board: 1. Declare the items as surplus to future operations of the District, and 2. Direct that the surplus items be sold by auction or disposed of.

G. Approval of Addenda 27 and 28 to Gelfand Partners Architects and Addendum 1 to Construction Inspection Services (CIS) for the El Carmelo Elementary School Multipurpose Building Project. It is recommended the Board approve: 1) Addenda 27 and 28 to Gelfand for design services for $3,700 and $5,550, respectively, and 2) Addendum 1 to CIS for $32,000 for extended inspection services.

H. Authorization to Issue Addendum 16 to SVA Architects. It is recommended the Board approve Addendum 16 to SVA Architects for design services for new Electric Vehicle (EV) charging stations at Palo Verde Elementary School in the amount of $7,000.

I. Authorization to Award a Contract to RGM Kramer, Inc. (RGMK). It is recommended the Board authorize staff to enter into a contract with RGM Kramer, Inc, A Cumming Company, for construction management services at the Palo Verde Multi-purpose Room and Classrooms Building Project for $219,000.

J. Ratification of Award of a Contract for Greene Middle School Portable Connections. It is recommended the Board ratify the award of a contract for the Greene Portable Connections project to Escon Builders for $183,500 and authorize the Superintendent or his designee to approve change orders in an amount not to exceed 10% of the contract, or $18,350.

K. Authorization to Issue Addendum 12 to HED Architects. It is recommended the Board approve Addendum 12 to HED for design services for Palo Alto High School (Paly) for $3,700.

L. Authorization to Contract for 2023-24 with fs3|Hodges for Program Management Services. It is recommended the Board authorize staff to enter a contract with fs3|Hodges to continue bond program management services for 2023-24 for $1,282,095.

M. Annual Memorandum of Understanding (MOU) Between Palo Alto Unified School District (PAUSD) and Lucile Packard Childrens Hospital (LPCH). It is recommended the Board approve the annual MOU between PAUSD and LPCH for the LPCH and Ronald McDonald House Educational Program.

N. Ro Health Contract for Health Services Personnel 2023-24. It is recommended the Board approve the contract with Ro Health for contracted services for the 2023-24 school year.

 

 

Action Items

A. Authorization to Increase Scope and Agreements to Aquatic Design Group and SVA Architects for Replacement of the Pool at Fletcher Middle School. It is recommended the Board approve: 1) An increase in the scope to complete the replacement of the pool and the budget from $2,442,775 to $6,616,000, 2) A proposal with Aquatic Design Group for pool design services for $110,500, and 3) A proposal with SVA for site design and coordination services for $90,000.

 

 

B. PUBLIC HEARING: Resolution No. 2023-24.02 Authorizing the Dedication of a Roadway Easement to the City of Palo Alto for the Churchill Avenue Enhanced Bikeway Project. It is recommended the Board conduct a Public Hearing prior to approval on Resolution No. 2023-24.02 Authorizing the Dedication of a Roadway Easement to the City of Palo Alto in relation to the City’s Churchill Avenue Enhanced Bikeway Project.

 

 

C. PUBLIC HEARING: Resolution No. 2023-24.03 Authorizing the Dedication of a Utility Easement to the City of Palo Alto for the Churchill Avenue Enhanced Bikeway Project. It is recommended the Board conduct a Public Hearing prior to approval on Resolution No. 2023-24.03 Authorizing the Dedication of a Utility Easement to the City of Palo Alto in relation to the City’s Churchill Avenue Enhanced Bikeway Project.

 

 

Discussion Items

A. 2022-23 Unaudited Actuals and Budget Update for 2023-24. It is recommended the Board: 1) Approve the filing of the 2022-23 Unaudited Actuals Financial Report to the County Superintendent of Schools, 2) Adopt Resolution No. 2023-24.01 to Establish the Appropriation Limit for 2023-24 and Reestablish the Gann Appropriation Limit for 2022-23 as presented, 3) Approve the Education Protection Account Spending Plan for 2022-23, and 4) Receive information on the updates to the 2023-24 adopted budget as presented.
