Approval of Consent Calendar

A. Approval of Minutes for the August 22, 2023, Regular Board Meeting. It is recommended the Board approve the minutes for the August 22, 2023, Regular Board Meeting.

B. Certificated Personnel Items. It is recommended the Board approve the certificated personnel items as presented.

C. Classified Personnel Items. It is recommended the Board approve the classified personnel items as presented.

 

D. Teaching Assignments for Departmentalized Subjects. It is recommended the Board authorize the one teacher listed below to teach in the departmentalized single-subject areas as noted for 2023-24.

E. Board Policy (BP) 1113 District and School Websites. It is recommended the Board approve BP 1113 District and School Websites.

F. Board Policy (BP) 4112.2 Certification. It is recommended the Board approve BP 4112.2 Certification.

G. Board Policy (BP) 4140/4240/4340 Bargaining Units. It is recommended the Board approve 4140/4240/4340 Bargaining Units.

H. Approval of August Warrants and Purchase Orders. It is recommended the Board approve the August warrants and purchase orders as presented.

 

I. Sale or Disposal of Surplus Equipment. It is recommended the Board: 1) Declare the items as surplus to future operations of the District, and 2) Direct that the surplus items be sold by auction or disposed of.

J. Ratify the 2023-24 Memorandums of Understanding (MOUs) with Mountain View Los Altos (MVLA) and Sequoia Union High School Districts for the Alternative Program at the Palo Alto Veterans Affairs (PAVA) and Menlo Park Veterans Administration. It is recommended the Board ratify the MOUs with MVLA and Sequoia Union High School Districts for continued enrollment of MVLA and Sequoia students in the Alternative Program at the PAVA, for the 2023-24 school year.

K. 2022-23 Unaudited Actuals and Budget Update for 2023-24. It is recommended the Board: 1) Approve the filing of the 2022-23 Unaudited Actuals Financial Report to the County Superintendent of Schools, 2) Adopt Resolution No. 2023-24.01 to Establish the Appropriation Limit for 2023-24 and Reestablish the Gann Appropriation Limit for 2022-23 as presented, 3) Approve the Education Protection Account Spending Plan for 2022-23, and 4) Receive information on the updates to the 2023-24 adopted budget as presented.

L. Approval of Strong Schools Bond Change Orders. It is recommended the Board approve the attached list of Strong Schools Bond change orders as listed.

 

M. Authorization to Award a Contract for Escondido Elementary School Heating, Ventilation, and Air Conditioning (HVAC) Project. It is recommended the Board authorize staff to: 1) Award a contract to Trahan Mechanical for $1,974,000, 2) Authorize the Superintendent or his designee to approve change orders not exceeding 10% of the contract, or $197,400, and 3) Approve the project budget of $2,566,200.

N. Authorization to Increase the Change Order Contingency for Installation of Displays at Palo Alto High School. It is recommended the Board authorize the change order contingency by $5,990 for a total of $20,969.

O. Authorization to Increase the Agreement for Construction Management Services to fs3|Hodges for El Carmelo Elementary School. It is recommended the Board authorize staff to increase the agreement for construction management services in the amount of $60,000 for a total of $601,417.

P. Authorization to Increase the Change Order Contingency for the Fire Alarm and Heating, Ventilation, and Air Conditioning (HVAC) Project at Palo Verde Elementary School. It is recommended the Board authorize staff to increase the change order contingency to R.C. Benson by $145,000 for a total of $347,072.

Q. Approve Addendum 2 to Aedis Architects for Additional Design Services for Hoover Elementary School. It is recommended the Board approve the issuance of an Addendum to Aedis for $45,389.

R. Palo Alto Adult School (PAAS) Western Association of Schools and Colleges (WASC) Self-Study Report. It is recommended the Board approve submission of the PAAS Western WASC 2023 Self-Study Report.

S. Career Technical Education Incentive Grant (CTEIG) Award for the 2023-24 School Year. It is recommended the Board approve the grant award notification as presented.

T. Strengthening Career and Technical Education for the 21st Century Act (Perkins V) Grant Award for the 2023-24 School Year. It is recommended the Board approve the Perkins V grant award notification as presented.

 

 

Action Items

A. Approve Resolution No. 2023-24.05 Supporting Award of Lease-leaseback Agreements and Authorization of the Lease Leaseback (LLB) Entity for the Hoover Elementary School Replacement Campus Project. It is recommended the Board approve: 1) Resolution No. 2023-24.05 supporting the award of LLB Agreements, and 2) The selection of XL Construction Corporation as the LLB Entity (“Developer”) for the Hoover Elementary School Replacement Campus Project.

 

 

Discussion Items

A. PUBLIC HEARING: Sufficiency of Instructional Materials Resolution No. 2023-24.04. The Board will conduct a public hearing on this item prior to discussion on the agenda. Following the public hearing, it is recommended the Board discuss Sufficiency of Instructional Materials for 2023-24 Resolution No. 2023-24.04.

B. Ethnic Studies Graduation Requirement (AB 101) Update. Staff is seeking guidance to determine the implementation schedule of California’s ethnic studies graduation requirement, prior to addressing the matter in Board Policy.
