Approval of Consent Calendar
A. Certificated Personnel Items: It is recommended the Board approve the certificated personnel items as presented.
B. Classified Personnel Items. It is recommended the Board approve the classified personnel items as presented.
C. Approval of Minutes for September 13, 2022, Regular Board Meeting. It is recommended the Board approve the minutes for September 13, 2022, Regular Board Meeting.
D. Approval of September Purchase Orders. It is recommended the Board approve the September purchase orders as presented.
E. Sufficiency of Instructional Materials Resolution No. 2022-23.03. It is recommended the Board approve Sufficiency of Instructional Materials for 2022-23 Resolution No. 2022-23.03.
F. Memorandum of Understanding (MOU) Between Palo Alto Unified School District (PAUSD) and Campus Clinic. It is recommended the Board ratify the MOU with Campus Clinic for the provision of COVID-19 testing and healthcare services on school sites for the 2022-23 school year.
G. Annual Memorandum of Understanding (MOU) Between Palo Alto Unified School District (PAUSD) and Lucile Packard Children’s Hospital (LPCH). It is recommended the Board approve the annual MOU between PAUSD and LPCH for the LPCH and Ronald McDonald House Educational Program.
H. Accept California Schools Healthy Air, Plumbing, and Efficiency Program (CalSHAPE) Round 3 Funding Under Resolution No. 2022-23.04. It is recommended the Board approve Resolution No. 2022-23.04 of the Palo Alto Unified School District to accept funding in the amount of $82,328.40 from the California Energy Commission (CEC).
I. Authorization to Award Contracts for Inspection Services for the Administration and Food Service Facility at Gunn High School. It is recommended the Board award contracts to the following consultants: 1) To Construction Inspection Services (CIS), 2) To Ninyo & Moore, and 3) To Cornerstone Earth Group.


Action Items
A. Authorization to Award a Contract for the Administration and Food Service Project at Gunn High School. It is recommended the Board: 1) Award contract for the Administration and Food Service project to Sausal Corporation, 2) Authorize the Superintendent or his designee to approve change orders, and 3) Approve an increase in the project budget of $7,653,774.


B. Declaration of Need for Emergency and Limited Assignment Permits for Certificated Employees for 2022-23. It is recommended the Board approve the Declaration of Need for 2022-23 as presented, in order for permit applications to be submitted as needed prior to the start of the new school year.


Discussion Items
A. Every Student Reads Initiative (ESRI) Progress Indicator (PI) 3 Update and iReady Checkpoint. It is recommended the Board discuss the ESRI PI 3 update and review the Beginning of Year (BOY) 2022 K-5 iReady Diagnostic Reading Results.


B. Review of Heating Ventilation and Cooling (HVAC) Project Direction. It is recommended the Board provide feedback on the acceleration of HVAC projects to inform future action items.


C. Review of Hoover Elementary School Project Direction. It is recommended the Board provide feedback on components of the presentation to inform future action items.


D. Approval of Project Scope, Design, Budget and Authorization to Bid Repairs to the Swimming Pool at Fletcher Middle School. It is recommended the Board approve the proposed project scope, design, budget, and authorize staff to submit the work to Division of the State Architect (DSA) and bid for the repair work for the pool.


E. Authorization to Bid Measure Z, Heating, Ventilation, Air Condition (HVAC) Projects. It is recommended the Board authorize staff to bid on HVAC projects for Escondido Elementary and Fletcher Middle School sites.


F. Approval of Addendum 13 to SVA Architects. It is recommended the Board approve Addendum 13 to SVA Architects for design services for new projects at El Carmelo Elementary School, J.L. Stanford Middle School (JLS), and Greene Middle School for $610,000.


G. Authorization to Add Aedis Architects to Architect Pool and Approve Master Architect Agreement. It is recommended the Board approve the addition of Aedis Architects to the list of approved architects and approve an architect agreement for design services.
