Approval of Consent Calendar

A. Certificated Personnel Items: It is recommended the Board approve the certificated personnel items as presented.

B. Classified Personnel Items. It is recommended the Board approve the classified personnel items as presented.

C. Approval of Minutes for October 11, 2022, Regular Board Meeting. It is recommended the Board approve the minutes for October 11, 2022, Regular Board Meeting.

D. Approval of September Warrants and Purchase Orders. It is recommended the Board approve the September warrants and purchase orders as presented.

E. Approval of Project Scope, Design, Budget and Authorization to Bid Repairs to the Swimming Pool at Fletcher Middle School. It is recommended the Board approve the proposed project scope, design, budget, and authorize staff to submit the work to Division of the State Architect (DSA) and bid for the repair work for the pool.

F. Authorization to Bid Measure Z, Heating, Ventilation, Air Condition (HVAC) Projects. It is recommended the Board authorize staff to bid on HVAC projects for Escondido Elementary and Fletcher Middle School sites.

G. Approval of Addendum 13 to SVA Architects. It is recommended the Board approve Addendum 13 to SVA Architects for design services for new projects at El Carmelo Elementary School, J.L. Stanford Middle School (JLS), and Greene Middle School for $610,000.

H. Authorization to Add Aedis Architects to Architect Pool and Approve Master Architect Agreement. It is recommended the Board approve the addition of Aedis Architects to the list of approved architects and approve an architect agreement for design services.

I. Approval of Heating, Ventilation, and Cooling (HVAC) Project. It is recommended the Board approve option 3 to completing the District-Wide HVAC Project by utilizing a Design-Build or Lease-Leaseback strategy.

J. Approval of Hoover Elementary School Project. It is recommended the Board approve moving forward on the Hoover Elementary School project with an alternate building solution using a Division of the State Architect (DSA) pre-approved TimberQuest prefabricated building solution for all one-story spaces and a customized TimberQuest type design for all two-story spaces.

K. Board of Education Ad Hoc Committee Assignments Update. It is recommended the Board approve the addition of the Stanford ad hoc committee assignment to Board members Jesse Ladomirak and Todd Collins.

 

 

Action Items

A. Approve Resolution No. 2022-23.05 Adopting Best Value Procurement Procedures and Guidelines Pursuant to Education Code Section 17406. It is recommended the Board approve Resolution No. 2022-23.05 Adopting Best Value Procedures and Guidelines.

 

 

B. Approval of Resolution No. 2022-23.06 to Adopt Designating a Specific Brand or Trade Name in Invitations to Bid and Requests for Proposal Pursuant to Public Contract Code Section 3400. It is recommended the Board approve Resolution No. 2022-23.06 Designating a Specific Brand or Trade Name in Invitations to Bid and Requests for Proposal.

 

 

Discussion Items

A. General Counsel. The Board shall discuss and provide direction for the two legal firms to submit future proposals detailing the number of days of service, dedicated hours, and rate of pay.

 

 

B. Fletcher Middle School Choice Program Proposal. It is recommended the Board review and approve moving forward with plans to facilitate a Sustainability for All choice program at Fletcher Middle School, to commence in the fall semester of the 2023-24 school year.
