Approval of Consent Calendar

A. Certificated Personnel Items: It is recommended the Board approve the certificated personnel items as presented.

B. Classified Personnel Items: It is recommended the Board approve the classified personnel items as presented.

C. Approval of Minutes for April 19, 2022, Regular Board Meeting: It is recommended the Board approve the minutes for April 19, 2022, Regular Board Meeting.

D. Approval of April Purchase Orders. It is recommended the Board approve the purchase orders as presented. – MOVED TO ACTION

E. Authorization to Issue an Addendum to Gelfand Partners for Additional Services for the El Carmelo Multipurpose (MP) Building Project: It is recommended the Board approve an addendum to Gelfand for design services for the El Carmelo MP project in the amount of $5,900.

F. Authorization to Issue Addendums 9 and 10 to SVA Architects (SVA). It is recommended the Board approve Addendums 9 and 10 to SVA for design services for the following projects.

G. Authorization to Submit Plans and Solicit Bids for Construction Projects. It is recommended the Board authorize staff to submit plans to DSA as needed and solicit bids for the following Measure Z and planned maintenance projects.

H. Authorization to Issue Addendum 11 to SVA Architects (SVA). It is recommended the Board approve Addendum 11 to SVA for design services to produce an Expanded Rehabilitation Report (REH) for J.L. Stanford Middle School (JLS).

I. Authorization of Agreement to Verde Design (Verde) for Design Services: It is recommended the Board approve an agreement with Verde Design for design services for a new press box, sound system, and scoreboard at Gunn High School (Gunn) in the amount of $127,000.

J. Authorization to Award a Contract for the Fletcher Middle School Career & Technical Education Project: It is recommended the Board authorize staff to award a contract for the Fletcher Career and Technical Education project to Cal Pacific Construction, Inc., (Cal Pacific) in the amount of $9,527,000.

K. Tentative Agreements and Memorandum of Understanding (MOU) with Palo Alto Educators Association (PAEA). It is recommended the Board approve the tentative agreements between Palo Alto Unified School District (PAUSD) and Palo Alto Education Association (PAEA).

L. Tentative Agreements with California School Employees Association (CSEA): It is recommended the Board approve the tentative agreements between Palo Alto Unified School District (PAUSD) and California School Employees Association (CSEA).

M. Elementary (K-5) Science Instructional Materials Adoption Recommendation. It is recommended the Board adopt the Twig Science instructional materials for grades K-5.

N. Middle School English Literature Adoption. It is recommended the Board adopt the materials listed below for grade eight literature: 1) They Called Us Enemy, by George Takei, for core literature, 2) Grade Eight Supplemental Reading List.

O. Authorization to Award Contract for New Electrical Service at the Greendell Temporary Site. It is recommended the Board authorize staff to award a contract for new electrical service for the Greendell temporary site to Blue Arc Electric, Inc., in the amount of $302,000.

 

 

D. Approval of April Purchase Orders. It is recommended the Board approve the purchase orders as presented. – MOVED

 

 

Action Items

A. Elementary (TK-5) English Language Arts (ELA) Instructional Materials Adoption Recommendation. It is recommended the Board adopt the Benchmark Advance/Adelante curriculum, Teachers College Writing curriculum, and supplemental materials for grades TK-5 beginning in the 2022-23 school year.

 

 

B. Textbook Adoption for Grade Nine Biology. It is recommended the Board adopt Miller and Levine Experience Biology for grade nine.

 

 

C. PUBLIC HEARING: Resolution No. 2021-22.11 Adjusting Developer Fees as Authorized by Education Code 17620. The Board will conduct a public hearing on this item prior to discussion on the agenda. Following the public hearing, it is recommended the Board approve Resolution No. 2021-22.11 Adjusting Developer Fees as Authorized by Education Code 17620.

 

 

Discussion Items

A. Approval of Schematic Design for the New School Site at Hoover Elementary School, and Authorize Staff to File for a California Environment Quality Act (CEQA) Exemption. It is recommended the Board approve the schematic design for the new school project at Hoover Elementary School, and authorize staff to file for a CEQA Exemption.

 

 

B. Resolution No. 2021-22.10 Order of Election, Specifications of Election, and Consolidation Request. It is recommended the Board adopt Resolution No. 2021-22.10 and direct staff on the completion of the Specifications of the Election Order form.

 

 

C. Proposal to Open Negotiations with California School Employees Association (CSEA) Chapter 301 for the Successor Agreement to the 2021-24 Collective Bargaining Agreement (CBA). It is recommended the Board approve the proposal to open negotiations with California School Employees Association Chapter 301 (CSEA) for the successor agreement to the 2021-24 Collective Bargaining Agreement (CBA).

D. Proposal to Open Negotiations with Palo Alto Educators Association (PAEA) for the Successor Agreement to the 2021-24 Collective Bargaining Agreement (CBA). It is recommended the Board approve the proposal to reopen negotiations with the Palo Alto Educators Association (PAEA) for the 2021-2024 Collective Bargaining Agreement (CBA).

B. PAEA Memorandum of Understanding (MOU). It is recommended the Board approve the Memorandum of Understanding (MOU) between Palo Alto Unified School District (PAUSD) and Palo Alto Education Association (PAEA).

C. CSEA Memorandum of Understanding (MOU). It is recommended the Board approve the MOU between Palo Alto Unified School District (PAUSD) and California School Employees Association (CSEA) on the reclassified and new job descriptions for five Special Education job descriptions and a new Mental Health and Wellness Associate.
