Approval of Consent Calendar

H. Proposal to Open Negotiations with California School Employees Association (CSEA) Chapter 301 for the Successor Agreement to the 2021-24 Collective Bargaining Agreement (CBA): It is recommended the Board approve the proposal to open negotiations with CSEA Chapter 301 for the successor agreement to the 2021-24 CBA.

I. Proposal to Open Negotiations with Palo Alto Educators Association (PAEA) for the Successor Agreement to the 2021-24 Collective Bargaining Agreement (CBA): It is recommended the Board approve the proposal to reopen negotiations with PAEA for the 2021-24 CBA.

J. Sensory Classroom Supplies: It is recommended the Board authorize staff to purchase sensory items and tools for sensory classrooms in an amount not to exceed $210,035.57.

K. PK-12 School Plans for Student Achievement (SPSAs) for the 2022-23 School Year: It is recommended the Board review and accept the proposed SPSAs for the 2022-23 school year.

L. Authorization to Solicit Bids for Directional Boring for Fire Alarm System at Gunn High School: It is recommended the Board authorize staff to solicit bids for directional boring work at Gunn High School.

M. Authorization to Award Contract for District Food Service Consulting for 2022-23: It is recommended the Board authorize staff to award the bid for food service consulting services to Sodexo USA (Sodexo) for the 2022-23 school year.

N. Annual Memorandum of Understanding (MOU) Regarding Interdistrict Transfers Between PAUSD and Los Altos School District (LASD): It is recommended the Board ratify the MOU for Interdistrict Transfers with Los Altos School District.

O. Approval of Mental Health Services Contract: It is recommended the Board approve the Counseling and Support Services for Youth (CASSY) contract for mental health services for TK-12 schools.

P. Annual Memorandum of Understanding (MOU) Between Palo Alto Unified School District (PAUSD) and DreamCatchers: It is recommended the Board approve the annual MOU between PAUSD and DreamCatchers.

Q. Professional Services Agreement Between Palo Alto Unified School District (PAUSD) and Lucile Packard Children’s Hospital at Stanford (LPCH): It is recommended the Board approve the annual agreement between PAUSD and LPCH for mental health professional services.

R. Mental Health and Wellness Supervisor Job Description: It is recommended the Board approve the job description for Mental Health and Wellness Supervisor.

S. Director I: Literacy Job Description: It is recommended the Board approve the job description for Director I: Literacy.

T. Board Policy (BP) 4030 Nondiscrimination in Employment: It is recommended the Board approve BP 4030 Nondiscrimination in Employment.

Action Items

A. Authorization to Award Contract for the Gunn High School Temporary Administration Facility: It is recommended the Board authorize staff to award contract for the Gunn Temp Admin to Ron Paris Construction for $524,935 and authorize the Superintendent or his designee to approve change orders for an amount not to exceed 10% of the contract, or $52,494.

 

 

B. Authorization to Award a Contract for the Palo Alto High School Temporary Administration Facility: It is recommended the Board authorize staff to award contract for the Paly Temp Campus to Zone 4 Construction (Zone 4) in the amount of $620,637 and authorize the Superintendent or his designee to approve change orders in an amount not to exceed 10% of the contract, or $62,064.

 

 

C. Authorization to Award a Contract for the Palo Verde Multi-purpose Room and Classroom Buildings Project. It is recommended the Board authorize staff to award a contract for the Palo Verde project to Sausal Corporation in the amount of $16,104,000 and authorize the Superintendent or his designee to approve change orders in an amount not to exceed 10% of the contract, or $1,610,400.

 

 

D. Declaration of Need for Emergency and Limited Assignment Permits for Certificated Employees for 2022-23: It is recommended the Board approve the Declaration of Need for 2022-23 as presented, in order for permit applications to be submitted as needed prior to the start of the new school year.

 

 

Discussion Items

A. Memorandum of Understanding (MOU) with the City of Palo Alto to Grant an Easement for the Churchill Avenue Enhanced Bikeway Project: It is recommended the Board discuss the MOU between the Palo Alto Unified School District (District) and the City of Palo Alto (City) in relation to the City’s desire for the District to grant an easement for the Churchill Avenue Enhanced Bikeway Project.

 

 

B. Evaluation of External Firms that Provided Specialized Legal Services for 2021-22: It is recommended the Board discuss the performance evaluation of the six (6) firms as presented by staff.
