Approval of Consent Calendar

A. Certificated Personnel Items: It is recommended the Board approve the certificated personnel items as presented.

B. Classified Personnel Items: It is recommended the Board approve the classified personnel items as presented.

C. Approval of Minutes for June 7, 2022, Regular Board Meeting: It is recommended the Board approve the minutes for June 7, 2022, Regular Board Meeting.

D. Board of Education School Assignments for the 2022-23 Academic Year: It is recommended the Board review and approve the assignments for school sites and programs for the 2022-23 academic year.

E. Approval of May Warrants and Purchase Orders: It is recommended the Board approve the May warrants and purchase orders as presented.

F. Authorization to Contract fs3|Hodges for 2022-23 for Program Management Services for the Measure A and Measure Z Bonds: It is recommended the Board authorize staff to enter a contract with fs3|Hodges to continue bond program management services for 2022-23 for $1,471,764.

G. Approval of 2022-23 Memorandums of Understanding (MOUs) with Mountain View Los Altos (MVLA) Union High School District for Alta Vista High School, College Now, and Foothill Middle College: It is recommended the Board approve the MOUs with MVLA Union High School District for continued enrollment of Palo Alto Unified School District (PAUSD) students in Alta Vista High School, College Now, and Foothill Middle College for the 2022-23 school year.

H. Sale or Disposal of Surplus Equipment: It is recommended the Board: 1) Declare the items listed below as surplus to future operations of the District, and 2) Direct that the surplus items are sold by auction or disposed of.

I. Job Description for Director II, Educational Services, Academic Initiatives: It is recommended the Board approve the job description for Director II, Educational Services, Academic Initiatives.

J. Job Description for Deputy Superintendent, Chief of Staff: It is recommended the Board approve the job description for Deputy Superintendent, Chief of Staff.

K. Salary Schedule for Contracted Management Positions: It is recommended the Board approve the 2021-22 salary schedule for contracted management positions effective July 1, 2021.

L. Second Amendment to the Employment Agreement for the Assistant Superintendent of Education Services – Elementary: It is recommended the Board approve the second amendment to the employment agreement for the Assistant Superintendent of Education Services – Elementary.

M. Second Amendment to the Employment Agreement for the Assistant Superintendent of Equity and Student Affairs: It is recommended the Board approve the second amendment to the employment agreement for the Assistant Superintendent of Equity and Student Affairs.

N. Second Amendment to the Employment Agreement for the Chief Business Officer: It is recommended the Board approve the second amendment to the employment agreement for the Chief Business Officer.

O. First Amendment to the Employment Agreement for the Deputy Superintendent: It is recommended the Board approve the first amendment to the employment agreement for the Deputy Superintendent.

P. Fourth Amendment to the Employment Agreement for the Superintendent: It is recommended the Board approve the fourth amendment to the employment agreement for the Superintendent.

Q. Authorization to Issue Addendum 12 to SVA Architects: It is recommended the Board approve Addendum 12 to SVA for design services for new heating, ventilation, and cooling (HVAC) systems at Escondido Elementary School for $140,000.

R. Authorization to Award Contracts for Inspection Services for the Palo Verde Elementary School Project: It is recommended the Board award the following contracts: 1) Construction Inspection Services (CIS) Building Inspections Inc. to provide Inspector of Record (IOR) services, 2) Construction Testing Services (CTS) for materials testing and special inspection services, and 3) Cornerstone Earth Group for geotechnical inspection and observation services.

S. Authorization to Award Contracts for Inspection Services for Fletcher Middle School Career Technology Education (CTE) Classroom Building Project: It is recommended the Board award the following contracts: 1) Construction Inspection Services (CIS) Building Inspections Inc. to provide an Inspector of Record (IOR) services, 2) Ninyo & Moore for materials testing and special inspection services, and 3) Cornerstone Earth Group for geotechnical inspection and observation services.

T. Authorization to Award a Contract for the Directional Boring at Gunn High School: It is recommended the Board authorize staff to: 1) Award a contract for the directional boring at the Gunn project to Northern Directional Boring, and 2) Authorize the Superintendent or his designee to approve change orders.

U. Child Nutrition Services Consultant Contract for 2022-23: It is recommended the Board approve the child nutrition services consultant contract with Sodexo USA for the 2022-23 school year.

V. Authorization for a Six-Month Contract Extension with Lincoln Aquatics: It is recommended the Board authorize a six-month contract extension with Lincoln Aquatics. This would extend the agreement term until December 31, 2022.

W. Authorization to Award a Contract for the Installation of Electric Vehicle Charging (EVC) Stations at the Corporation Yard: It is recommended the Board authorize staff to: 1) Award a contract for the installation of EVC stations at the Corporation Yard to Blue Arc Electric, and 2) Authorize the Superintendent or his designee to approve change orders.

X. Authorization to Award a Contract for the Installation of a Portable Restroom Facility at Cubberley: It is recommended the Board authorize staff to: 1) Award a contract for the installation of a portable restroom facility at Cubberley to J W. Construction, 2) Authorize Superintendent or designee to approve change orders, and 3) Approve a budget adjustment for $175,592 to the project budget.

 

 

Action Items

A. Employment Agreement for the Assistant Superintendent of Education Services – Secondary: It is recommended the Board approve the Employment Agreement of Mr. Guillermo Lopez as the Assistant Superintendent of Education Services, Secondary of Palo Alto Unified School District for the term of July 1, 2022 – June 30, 2025.

 

 

B. Remote Public Comment Participation: It is recommended the Board discuss remote public comment options, potentially resulting in a motion for action. There is no additional staff recommendation for this topic.

 

 

C. Local Control Accountability Plan (LCAP) 2022-23 Approval and Adoption: It is recommended the Board approve the Local Control Accountability Plan (LCAP) 2022-23 Annual Update.

 

 

D. Proposed PAUSD Budget for 2022-23: Resolution No. 2021-22.12 Year-End Budget Transfer Authorization for 2021-22; Resolution No. 2021-22.13 Budget Transfer Authority for 2022-23; Resolution No. 2021-22.14 Interfund Borrowing for 2022-23; Resolution No. 2021-22.15 for Committing Funds – General Fund: It is recommended the Board: 1) Adopt the 2022-23 Budget as presented, 2) Approve Resolution No. 2021-22.12 Budget Transfer Authority for 2021-22, 3) Approve Resolution No. 2021-22.13 Budget Transfer Authority for 2022-23, 4) Approve Resolution No. 2021-22.14 Interfund Borrowing for 2022-23, and 5) Approve Resolution No. 2021-22.15 Committing Funds – General Fund.

 

 

E. Authorization to Award a Contract for the Fire Alarm, and Heating, Ventilation, and Cooling (HVAC) Project at Palo Verde Elementary School: It is recommended the Board authorize staff to: 1) Award a contract for the fire alarm and HVAC project at Palo Verde Elementary School to R.C. Benson and Sons, 2) Authorize Superintendent or his designee to approve change orders, and 3) Approve a budget adjustment to the Palo Verde Elementary School project budget.

F. Authorization to Award Contracts for Inspection Services for the Palo Alto High School Tower Modernization Project (Paly): It is recommended the Board award contracts for inspection services for the Paly project to the following consultants: 1) Construction Inspection Services (CIS) to provide Inspector of Record (IOR) services, 2) Ninyo & Moore for materials testing and special inspection services, and 3) Cornerstone Earth Group for geotechnical inspection and observation services.

G. Authorization to Award a Contract for the Tower Renovation Project at Palo Alto High School (Paly): It is recommended the Board authorize staff to: 1) Award a contract for the Tower Renovation project at Paly to Cal Pacific Construction, Inc., 2) Authorize Superintendent or his designee to approve change orders, and 3) Approve a budget adjustment.

 

 

H. Compensation Increases for Contracted Management Positions: It is recommended the Board approve the compensation increases for contracted management positions retroactive to July 1, 2021.
