Approval of Consent Calendar

A. Certificated Personnel Items: It is recommended the Board approve the certificated personnel items as presented.

B. Classified Personnel Items: It is recommended the Board approve the classified personnel items as presented.

C. Summer School Short-Term Personnel Items: It is recommended the Board approve the certificated and classified summer school short-term personnel items as presented.

D. Approval of Minutes for June 8, 2021, Regular Board Meeting: It is recommended the Board approve the minutes for June 8, 2021, Regular Board Meeting.

E. Review of Resolution No. 2020-21.15 for Education Protection Act (EPA) Funds for 2021-22: It is recommended the Board review Resolution No. 2020-21.15 for Education Protection Act Funds and propose the funds be spent on current certificated teacher salaries and benefits, as presented.

F. Approval of Schematic Design for the Greene Middle School Library and Classroom Building Project: It is recommended the Board approve the schematic design for the Greene Middle School Library and classroom building project.

G. Authorization to Submit the Paly Tower Renovation Project to the Division of the State Architect (DSA): It is recommended the Board authorize staff to submit plans for the Tower Renovation project at Palo Alto High School to the DSA for approval.

H. Authorization to Issue an Addendum to LPA Architects for Schematic Design Services for a New Hoover Elementary School: It is recommended the Board approve issuing an addendum to LPA Architects for schematic design services for Hoover Elementary School in the amount of $224,342. – MOVED TO ACTION

I. Board of Education School Assignments for the 2021-22 Academic Year: It is recommended the Board review and approve the assignments for school sites and programs for the 2021-22 academic year.

J. Approval of May Warrants and Purchase Orders: It is recommended the Board approve the May warrants and purchase orders as presented.

K. Approval of Bond Change Orders: It is recommended the Board approve the attached list of Strong Schools Bond change orders as listed.

L. Authorization to Issue Addendum No. 7 to SVA Architects for Additional Design Services: It is recommended the Board approve: 1) Addendum No. 7 to SVA Architects for additional design services to convert the fire alarm system to Gamewell at Greene Middle School, Escondido Elementary School, and Palo Verde Elementary School, and 2) Add Air Conditioning at existing classrooms at the Palo Verde Elementary School campus in the amount not to exceed $232,155.

M. Sale/Disposal of Surplus Instructional Materials: It is recommended the Board: 1) Declare the items as surplus to future operations of the District, and 2) Direct the surplus items be disposed of by sale, donation, or disposal.

N. Annual Memorandum of Understanding (MOU) between Palo Alto Unified School District (PAUSD) and Lucile Packard Children’s Hospital (LPCH): It is recommended the Board approve the annual MOU between PAUSD and LPCH for the LPCH and Ronald McDonald House Educational Program.

O. Annual Authorization for the Child Development Contracts for the 2021-22 School Year Resolution No. 2020-21.19 and Resolution No. 2020-21.20: It is recommended the Board approve Resolution No. 2020-21.19 and Resolution No. 2020-21.20 for the Child Development Contracts for the 2021-22 school year.

P. Counseling and Support Services for Youth (CASSY) Elementary and Secondary Contracts for Mental Health Services 2021-22: It is recommended the Board approve the Counseling and Support Services for Youth (CASSY) contracts for mental health services at the elementary and secondary schools.

Q. Authorization to Purchase Classroom Technology: It is recommended the Board: 1) Authorize staff to purchase classroom display units and associated installation hardware from CDW-G in the amount of $858,944.50. 2) Authorize staff to purchase and install classroom audio and control system hardware from EKC Enterprises in the amount of $695,850.

R. Authorization to Award Contract for the Campus Safety Refresh Project. It is recommended the Board: 1) Authorize staff to enter into a contract with NIC Partners in the amount of $3,910,910.52 for the Campus Safety Refresh Project. 2) Authorize the Superintendent or his designee to approve change orders in an amount not to exceed 5% of the contract, or $195,545.

 

 

H. Authorization to Issue an Addendum to LPA Architects for Schematic Design Services for a New Hoover Elementary School: It is recommended the Board approve issuing an addendum to LPA Architects for schematic design services for Hoover Elementary School in the amount of $224,342. – MOVED FROM CONSENT

 

 

Action Items

A. Local Control Accountability Plan (LCAP) Annual Update, Learning Continuity Attendance Plan (LCP), and 2021-24 LCAP: It is recommended the Board approve the LCAP Annual Update, LCP, and 2021-24 LCAP.

 

 

B. Proposed PAUSD Budget for 2021-22: Resolution No. 2020-21.16 Year-End Budget Transfer Authorization for 2020-21; Resolution No. 2020-21.17 Budget Transfer Authority for 2021-22; Resolution No. 2020-21.18 Interfund Borrowing for 2021-22: It is recommended the Board: 1) Adopt the 2021-22 budget as presented, 2) Approve Resolution No. 2020-21.16, 3) Approve Resolution No. 2020-21.17, and 4) Approve Resolution No. 2020-21.18.

 

 

C. Authorization to Contract for 2021-22 with fs3|Hodges for Bond Program Management Services for the Measure A and Measure Z Bonds: It is recommended the Board: 1) Waive the two-meeting rule, and 2) Authorize staff to enter into a contract with fs3|Hodges to continue bond program management services for 2021-22.

D. Authorization to Issue an Addendum to LPA for Design Services to Add Air Conditioning to Buildings A, B, and F at Greene Middle School: It is recommended the Board: 1) Waive the two-meeting rule, and 2) Approve issuing an addendum to LPA Architects for design services to add air conditioning to Buildings A, B, and F at Greene Middle School in the amount of $339,380.
