Approval of Consent Calendar

A. Certificated Personnel Items. It is recommended the Board approve the certificated personnel items as presented.

C. Approval of Minutes for the May 23, 2023, Regular Board Meeting. It is recommended the Board approve the minutes for the May 23, 2023, Regular Board Meeting.

E. Proposed Calendar for Board of Education (BoE) Meetings for 2023-24 School Year. It is recommended the Board approve the proposed schedule of BoE meetings for the 2023-24 school year.

F. Memorandum of Understanding (MOU) Between Palo Alto Unified School District (PAUSD) and DreamCatchers. It is recommended the Board approve the annual MOU between PAUSD and DreamCatchers.

G. Approval of 2023-24 Memorandums of Understanding (MOUs) with Mountain View Los Altos (MVLA) Union High School District for Alta Vista High School, College Now, and Foothill Middle College. It is recommended the Board approve the MOUs with MVLA Union High School District for continued enrollment of PAUSD students in Alta Vista High School, College Now, and Foothill Middle College, for the 2023-24 school year.

H. First Amendment to Lease Agreement Between the District and the City of Palo Alto for Extended Daycare Spaces. It is recommended the Board approve the First Amendment to the Lease Agreement between the District and the City of Palo Alto.

I. Amendment No. 3 to the Agreement Between the City of Palo Alto (the City) and the District Concerning the Public Use, Brokering, and Maintenance of District-Owned Athletic Fields, Tennis Courts, and Basketball Courts Jointly Used by School Students and the General Public. It is recommended the Board approve Amendment No. 3 to the agreement between the City of Palo Alto and the District concerning the public use, brokering, and maintenance of District-owned athletic fields, tennis courts, and basketball courts jointly used by school students and the general public.

J. Authorization to Award Contracts for Painting, Repairs, and Low Voltage Installation Associated with the Installation of Displays at Palo Alto High School (Paly). It is recommended the Board authorize staff to award contracts to: 1. Primal Paint, Inc. for $71,900 and authorize the Superintendent or his designee to approve change orders in an amount not to exceed 10% of the contract, or $7,190, and 2. Sterling Communications for $70,500 and authorize the Superintendent or his designee to approve change orders in an amount not to exceed 10% of the contract, or $7,050.

K. Approve Addendum 13 to LPA Architects for Additional Design Services for Greene Middle School Heating, Ventilation, and Air Conditioning (HVAC) Project. It is recommended the Board approve the Addendum to LPA for additional design services for $28,800.

L. Approve Additional Scope of Work and Increase in Change Order Contingency for the Greene Middle School Heating Ventilation and Air Conditioning (HVAC) Project. It is recommended the Board approve an additional scope of work to R.C. Benson and Sons’ contract and increase the change order contingency to cover the extra work.

M. Authorization to Award a Contract for Directional Boring of Conduit for Fire Alarm System at Palo Alto High School (Paly). It is recommended the Board authorize staff to award a contract to Express Plumbing for $347,600 and authorize the Superintendent or his designee to approve change orders in an amount not to exceed 10% of the contract, or $34,760.

N. Moderate/Severe Supplemental Curriculum Adoption Recommendation. It is recommended that the Board adopt TeachTown/enCORE as a supplemental curriculum for use in K-12 grade moderate/severe special education classes.

O. Elementary (Y5s and TK-5) Social-Emotional Learning (SEL) Instructional Materials Adoption Recommendation. It is recommended the Board discuss the Second Step Elementary curriculum as the SEL supplemental curriculum for elementary for adoption beginning in the 2023-24 school year.

P. High School Chemistry Textbook Adoption. It is recommended the Board adopt Chemistry in the Earth System for use in Chemistry and Chemistry H courses.

Q. AP Physics 1 and Physics H Textbook Adoption. It is recommended the Board adopt College Physics for the AP Physics 1 & 2 Courses for Advanced Placement Physics 1 and Physics H.

R. Board Policy (BP) 6177 Summer Learning Programs. It is recommended the Board approve BP 6177 Summer Learning Programs.

S. Board Policy (BP) 3555 Nutrition Program Compliance. It is recommended the Board approve BP 3555 Nutrition Program Compliance.

 

 

O. Elementary (Y5s and TK-5) Social-Emotional Learning (SEL) Instructional Materials Adoption Recommendation. It is recommended the Board discuss the Second Step Elementary curriculum as the SEL supplemental curriculum for elementary for adoption beginning in the 2023-24 school year.

 

 

Action Items

A. Declaration of Need for Emergency and Limited Assignment Permits for Certificated Employees for 2023-24. It is recommended the Board approve the Declaration of Need for 2023-24 as presented, in order for permit applications to be submitted as needed prior to the start of the new school year.

 

 

B. Approval of Resolution No. 2022-23.21 and Award Contract for Paving Improvements at Nixon Elementary School. It is recommended the Board approve Resolution No. 2022-23.21, approving increased informal bid threshold under the California Uniform Public Construction Coast Accounting Act (CUPCCAA) and authorize staff to award the contract for the paving improvements project at Nixon to JP Paving and Grading Inc. for $209,200 and authorize the Superintendent or his designee to approve change orders in an amount not to exceed $3,300.

 

 

Discussion Items

A. PUBLIC HEARING: Local Control and Accountability Plan (LCAP). The Board will conduct a public hearing on this item prior to discussion on the agenda to solicit recommendations and comments from the public on the 2023-24 LCAP, which includes the Local Education Authority (LEA) budget and budget overview for parents.

 

 

B. PUBLIC HEARING: Proposed PAUSD Budget for 2023-24: Resolution No. 2022-23.18: Year End Budget Transfer Authorization 2022-23; Resolution No. 2022-23.19: Budget Transfer of Funds for the Fiscal Year 2023-24; Resolution No. 2022-23.20: Interfund Borrowing Fiscal Year 2023-24. The Board will conduct a public hearing on this item prior to discussion on the agenda.
