2. Interim Retail Ordinance: The Planning and Transportation Commission will consider a recommendation to the City Council for adoption of an Interim Ordinance Limiting Conversion of Ground Floor Retail and “Retail Like” Uses to Other Uses Citywide. The proposed ordinance falls under the California Environmental Quality Act (CEQA) exemption found in Title 14 California Code of Regulations Section 15061(b)(3) because it is designed to preserve the status quo. 3. Formula Retail Ordinance for California Avenue: The Planning and Transportation Commission will consider recommending and ordinance to the City Council to amend the City’s Zoning Code and Zoning Map to extend the Retail (R) Combining District beyond California Avenue; establish regulations and review procedures for formula retail uses and certain personal service uses (ie.; hair and nail salons) in the R-Combining District. This ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant section 15061(b)(3) and section 15308 of the CEQA Guidelines.
