3. Recommendation to the City Council for a Request by Jackie Angelo Geist and Roland Finston on Behalf of 60% of Property Owners of the Faircourt #3 and #4 Tracts #1921 and 1816 for a Zone Change of 50 properties from R-1 Single Family Residential (8000) to R-1(8000)(S) Single Family Residential with Single Story Overlay. Environmental Assessment: Exempt from the California Environmental Quality Act per section 15305.
The proposed zone change reduces the allowed building height for these properties from the current two-story, 30 feet (33 feet for the flood zone properties) to one-story limit, 17 feet (20 feet for the flood zone properties). The height restrictions apply to new home construction, additions and remodels of existing homes. Existing two-story homes within the proposed boundary may remain, but any new construction would be subject to the lower height limit. The properties within the proposed SSO boundary have these addresses, inclusive:
- 3479-3519 Ross Road (north side of the street);
- 801-879 Talisman Drive between Ross Road and Evergreen Drive;
- 3502-3532 Arbutus Drive between Talisman Drive and Thornwood Drive;
- 821-881 Thornwood Drive;
- 3575 Lupine Avenue;
- 3500-3580 Louis Road (south side of street); and
- 3505-3580 Evergreen Drive

4. 1700 Embarcadero Mercedez Benz Dealership. Recommendation to the City Council for Approval of a Site and Design Review to demolish the existing approximately 18,000 square feet building and construct a new approximately 62,000 square feet building for an automobile dealership. The application includes Design Enhancement Exception requests to allow deviation from the 10 feet build-to-line from Embarcadero Road and Bayshore Road. There is also a request to apply the Automobile Dealership (AD) zoning overlay. Environmental Assessment: An Initial Study and Mitigated Negative Declaration was prepared.
